A multiplayer skin fix

Players with multiplayer-restricted skins can now enter worlds that have multiplayer disabled, instead of being blocked from singleplayer by the skin.

26.32 is a hotfix on the 26.30 release, so it ships fixes only and leaves the Chaos Cubed content exactly as it was.

The 30fps lock was driving me insane so glad its fixed. also my old book and quill world finally opens again without freezing. no new stuff but runs way cleaner now
